Preliminary Planning Assessment

An initial technical assessment to determine whether the proposal has a feasible planning framework before moving to project stage.

It identifies constraints, risks and information gaps before moving forward with design or planning permission.

It supports the definition of the base programme and indicates the likely technical next steps.

This is a paid service. The fee for the Initial Technical Screening is €95.

The process begins once the form has been submitted and payment has been confirmed.

If any information or documents are missing, they will be requested later at no additional cost.

Two ways to get started

The Preliminary Planning Assessment can begin either with a defined proposal or with an initial question about what may be possible.

I already have a defined proposal

For those who already have a defined proposal and want to test its planning framework before moving forward with a PIP, design or planning permission procedure.

Examples:

  • Construction or extension

  • Reconstruction or rehabilitation

  • Change of use or legalisation

  • Preparation of a PIP or planning permission procedure

I want to understand what may be possible

For those who have a plot of land, a building, an old house or a ruin and need an initial technical assessment of what may be possible.

Possible outcome:

  • Preliminary possibility identified

  • Conditional possibility

  • Critical possibility

  • Programme requiring further testing

The Preliminary Assessment does not require the subsequent appointment of architectural design services.

If the submitted elements are insufficient for a reliable technical assessment, additional elements may be requested at no additional cost.

What is assessed

What is assessed in each request

Land classification and zoning category

02

Land use and occupation

03

Critical information gaps

Identification of missing information or documents that prevent a reliable technical assessment.

Where necessary, these will be requested by email within the scope of the assessment.

07

Technical guidance

Indication of the likely next step: data collection, information request, PIP, design project, additional validation or reformulation of the proposal.

If additional information or documents are required, they will be requested by email.

The initial planning assessment is based on the submitted elements and the information available.

The client receives a concise PDF report including the preliminary assessment, identified risks, information gaps and technical next steps.

The work begins once the minimum required elements have been validated and payment has been confirmed.

If necessary, additional information or documents may be requested at no extra cost.

Scope and limits of the Preliminary Assessment

The Preliminary Planning Assessment is an initial technical assessment intended to support decision-making, with clear limits and no promise of approval.

01

What it does not replace

It does not replace a PIP, planning permission procedure, prior communication, architectural design project, municipal opinion or due diligence process.

02

It does not guarantee approval

It does not guarantee planning feasibility, approval, consent or acceptance by any public authority or other entity.

Planning constraints

03

The assessment of REN, RAN and administrative easements is preliminary and may require confirmation by the municipality or a specific technical opinion.

Matters requiring further assessment

04

Heritage, SCIE, archaeology, REN, RAN or special constraints may require a dedicated technical assessment, a technical opinion, a specific report or a more detailed framework analysis.

Additional information or documents

05

If the submitted information or documents are insufficient for a reliable technical assessment, additional information may be requested by email at no additional cost within the scope of the Preliminary Planning Assessment.

Not every request begins with a project.

Many begin with a question: does it make sense to move forward?

The Preliminary Planning Assessment addresses that initial question, with clear limits and no promise of approval.
